A treasury is a pool of assets managed to fund an organization's operations, grants, development, security, liquidity, and long-term obligations. In crypto, a treasury may hold tokens and stablecoins on-chain alongside bank accounts, investments, and contractual receivables off-chain. A DAO, foundation, company, or protocol governance process may control spending.

Treasuries receive assets through token allocations, fees, donations, investment, or sales. They spend on employees, contributors, audits, infrastructure, legal work, marketing, grants, and market operations. A large headline value can be misleading when most holdings are the project's own illiquid token. Selling that token may reduce its price and shorten real runway.

Treasury management matters because resources determine whether a project can maintain software, respond to incidents, and support users through difficult markets. A responsible plan matches liquid low-risk assets with near-term obligations while setting limits for volatile or experimental positions. Diversification reduces dependence on one token, bank, stablecoin, chain, bridge, custodian, or smart contract.

Governance and operational control must be explicit. Multisignature wallets require a threshold of signers, while timelocks give observers time to inspect planned actions. These tools do not guarantee good decisions. Signers can collude, lose keys, approve phishing, or depend on the same devices and organization. Routine payments and emergency authority should use proportionate, documented processes.

Reporting should include assets, liabilities, restrictions, inflows, outflows, commitments, valuation methods, and performance against budget. Public wallet dashboards improve transparency but do not show every off-chain obligation or explain whether assets are pledged. Treasuries need accounting reconciliation, tax records, conflict policies, access reviews, and incident response in addition to community votes.

Yield strategies should be evaluated against the treasury's primary obligation to remain available. Lending or liquidity provision can add smart contract, counterparty, depeg, and withdrawal risk exactly when operating cash is needed. Policies should define eligible venues, concentration, maturity, collateral, and emergency exits. Returns should be reported net of losses, fees, and hedging rather than as promotional annual rates.

To evaluate treasury health, estimate runway under conservative prices and expenses, review concentration and liquidity, and compare spending with delivered outcomes. Check administrator powers and signer independence. Treasury funds belong to the governed organization or legal entity, not automatically to token holders. Strong management preserves the ability to meet obligations and fund useful work rather than maximizing short-term yield or headline balance.
